Car consumption subsidies are here again

Event Time and Object
Starting from November 28, 2023 (inclusive), individual consumers who purchase non commercial passenger cars (excluding used cars) with 7 seats or less and complete the registration of new cars (excluding used cars) from wholesale and retail units above the quota engaged in the retail business of new cars in Nanjing (details see attachment) are not limited to the registration area.
The total amount of subsidies shall be controlled in the order of first come, first served, and shall be issued as soon as it is completed. Failure to submit an application within the time limit shall be deemed as a waiver of the eligibility to apply for this subsidy.

Issuing institution
According to the "Implementation Measures for the Selection of Institutions Providing Subsidies for Bulk Commodity Consumption in Nanjing in 2023", the institutions providing subsidies for automobile consumption in this round will continue to use the first round of institutions providing subsidies for automobile consumption, which will be implemented by the Nanjing Branch of China Merchants Bank.

Purchase subsidy process
After completing the vehicle registration and registration procedures, and obtaining the Motor Vehicle Registration Certificate and Motor Vehicle Driving License, the applicant can apply for subsidies. After the initial review is passed, the final review will be completed within 10 working days after the applicable limit reaches zero. Applicants who have passed the initial review but have not passed the final review will receive a text message notification and have an opportunity to modify their materials within 48 hours. Applicants are advised to keep an eye on the application status. Failure to submit complete and valid materials within the deadline will be considered as a waiver of eligibility to apply for this subsidy, and the previously locked amount will be released again. The final approved list will be publicly announced for 5 working days. If there are no objections, subsidies will be issued to the bank account filled out by the applicant according to relevant standards.
The subsidy application entry, application operation guide and application FAQ will be announced on November 27, 2023 through the official account of "Nanjing Consumption Release".

Activity funds and subsidy standards
After passing the entire review process, the applicant will receive subsidies in stages based on the type of vehicle purchased and the price (excluding tax on the unified invoice for motor vehicle sales). Among them, new energy vehicles refer to new energy vehicles that can obtain a green license plate from the vehicle management office, while fuel vehicles refer to fuel vehicles that can obtain a blue license plate from the vehicle management office. Specifically, as follows:
For fuel vehicles and new energy vehicles below 200000 yuan, a one-time subsidy of 1000 yuan per vehicle will be provided;
For gasoline vehicles priced at or above 200000 yuan, a one-time subsidy of 4000 yuan per vehicle will be provided; New energy vehicles will receive a one-time subsidy of 5000 yuan per vehicle.

Requirements related to car purchase subsidies
（1） Requirements for applying for subsidy vehicles
1. Non operational passenger cars (excluding used cars) with 7 seats or less purchased from automobile retail enterprises above the designated size in Nanjing, and have completed the registration and registration procedures.
2. The signing date of the car purchase contract, the date of the purchase deposit certificate, and the date of the purchase invoice are all after November 28, 2023 (inclusive), and the date of the purchase invoice is not earlier than the signing date of the car purchase contract and the date of the purchase deposit certificate. The vehicle price shall be based on the tax exclusive price of the Unified Invoice for Motor Vehicle Sales issued by the automobile sales agency.
3. The applicant, purchaser, vehicle owner, unified invoice for motor vehicle sales, vehicle license, and bank account name must all belong to the same person.
（2） Application materials to be submitted
The subsidy application must be initiated by an individual user. The applicant can access the activity page by scanning the activity QR code (published on November 27 through the "Nanjing Consumption Release" official account) and submit the following information:
1. The applicant's name and valid identification documents.
2. The applicant's own mobile phone number that can receive text messages normally.
3. A car purchase deposit voucher that clearly shows the transaction date, transaction store, and transaction amount. This includes POS receipts, bank transfer vouchers, deposit contracts stamped with the official seal of automobile sales enterprises, screenshots of deposit payment pages with order numbers, or other legally valid deposit vouchers. Handwritten receipts and deposit vouchers are not included in the scope of this subsidy declaration.
4. Purchase contract and the "Unified Invoice for Motor Vehicle Sales" obtained when purchasing a new car.
5. Registered new car license plate number, driving license, front and back photos of the vehicle.
6. The bank savings card held by the applicant (overseas Chinese, Hong Kong, Macao and Taiwan residents and foreigners need to open accounts in Chinese Mainland).
（3） Declaration related precautions
1. The applicant should strictly follow the standards and requirements when uploading materials, and carefully verify to ensure the accuracy of the information, to avoid failure to pass the review or inability to receive subsidy funds due to format, card number errors, or blurred images.
2. The applicant shall be responsible for the completeness and authenticity of the application materials. Those who fail to provide complete and effective materials cannot receive subsidy funds; Those who provide false information, maliciously apply for or defraud subsidies will be held accountable in accordance with the law.
3. Effective identity documents refer to valid documents such as resident identity cards, Hong Kong and Macau Mainland Travel Permits, Taiwan Mainland Travel Permits, Hong Kong, Macau and Taiwan Residence Permits, and foreign passports.
4. During the subsidy period, each applicant can only enjoy the subsidy for one time and one car.
5. The applicant does not need to pay any fees for applying for subsidies. Automobile sales enterprises should accurately introduce the application of these implementation rules to consumers regarding the vehicles they sell. Those who mislead and deceive consumers or maliciously collude to obtain subsidies will be held accountable in accordance with the law and recommended to be included in the integrity blacklist.
6. Within the scope permitted by law, the organizer has the right to modify the terms and conditions, suspend or cancel this event. The participation of automobile sales enterprises and consumers in this activity is deemed to understand and agree to the rules of the activity.
